  Individual Artists Program

Don Palmer, Director (212) 741-6633
Claude Meyer, Associate (212) 620-5245

The Individual Artists Program offers support for the creation of new work by New York State artists through artist-initiated projects in electronic media (video, sound art, installations, and new technologies) and film production, and the commissioning of new work by composers and theatre artists. Artists at various career stages are welcome to apply to this Program.

Because the Council cannot make grants to individuals, each application to the Program must be sponsored by an eligible New York State nonprofit organization. First-time applicants are strongly encouraged to consult with Program staff well before the registration deadline.

Other NYSCA discipline Programs offering support for the creation of new work include the Architecture, Planning and Design Program (Independent Projects category) and the Dance Program (Commissions category). This Program funds the New York Foundation for the Arts to provide artist fellowships in a variety of arts disciplines.

Eligibility Criteria

Artists must be residents of New York State

All requests must be sponsored and submitted by a New York State nonprofit organization that meets NYSCA's general eligibility requirements

Student projects are not eligible for support

Evaluative Criteria

Grant requests in this Program are evaluated in accordance with the relevant agency-wide criteria. The following criteria are also considered.

Artistic/Programmatic

Artistic merit as demonstrated by the proposal and the submitted samples of the artist's work.

Significance of the project to the artistic development of the artist.

Managerial/Fiscal

Feasibility of the project, which means the prospects for completion and budgetary integrity.

Service to the Public

Track record in completing projects and presenting them to the public, and plans for public exhibition of proposed work.

Note: The work sample is the most critical component of the review process in this Program.

Requests to this Program are exempt from the Council's four-request limit.

Nonprofit Sponsorship of Artist Applications

Grants are awarded to the sponsoring organization, which then directs the funds to the individual artist.

Sponsoring organizations may act simply as fiscal conduits for the project and limit their role to receiving, disbursing, and reporting on grants. Others provide additional fiscal and administrative services to the artists they sponsor. All sponsoring organizations should work with the artist(s) to comply with the Program's requirements and procedures.

Artists seeking sponsorship are advised to confirm that the organization has the proper nonprofit documentation. Artists may consult with the Program staff about the viability of any particular sponsor. Artists may want to ask their sponsoring organization when they can expect to receive NYSCA funds should their project be awarded a grant.

Sponsoring organizations are responsible for

Registering the application by January 22, 2010 including required organizational information

Receiving Council communications and conveying them to the artist, including deadlines for submissions of completed applications and, if applicable, a login/password for access to the web-based application form.

If the project receives support, executing a letter of agreement with the artist governing the administration of the grant and defining mutual responsibilities. Sample letters of agreement may be obtained by contacting the Program staff.

Receiving and disbursing granted funds

Submitting a final report on expenditure of the grant money after the end of the contract period.

In general, artistic control of and proprietary rights to the project rest exclusively with the artist.
